1. Land Support for Industries
- Investors putting in ₹100 crore and generating 1,000 jobs can access up to 10 acres of free land.

- Fortune 500 companies can receive up to 10 acres free of cost, while other investors benefit from land priced at 50% of the Bihar Industrial Area Development Authority (BIADA) rate.
2. Flexible Financial Incentives
Businesses can choose between:
- Interest subvention of up to ₹40 crore,
- SGST reimbursement up to 300% of the project cost for 14 years, or
- A 30% capital subsidy.
Additionally, export-oriented units may qualify for support of up to ₹40 lakh annually for 14 years.
3. Employment-Linked Benefits
- Job creation is directly rewarded with incentives such as ₹5,000 per worker per month for specific sectors.
- Eligible industries also receive reimbursements of up to 300% for ESI and EPF contributions, while others receive ₹2,000 per employee per month along with full social security coverage.
4. Skill Development Focus
Each eligible worker can access up to ₹20,000 for training and upskilling, ensuring the local workforce is prepared for modern industrial requirements.
5. Infrastructure Expansion
The policy includes plans for over 32 new industrial parks, with 8,000 acres already secured and an additional 14,600 acres under process. A notable highlight is Fatuha near Patna, which will host a 242-acre FinTech City, inspired by Gujarat’s GIFT City.
6. Sustainability Incentives
Industries investing in environmental protection can receive up to 25% reimbursement (capped at ₹1 crore), while renewable energy adoption is supported with incentives up to ₹6 lakh.
Pathways to Jobs and Skills
BIPPP-2025 ties industrial growth directly to employment generation. Large investments must demonstrate job creation to access the most substantial benefits. Beyond large industries, the package supports MSME clusters in textiles, agro-processing, IT, and engineering—encouraging small and medium businesses to flourish alongside major players.
